Palanca Bridge does not engage in the following markets under current conditions. This is a compliance and governance choice, not a commercial one — and we state it publicly so counterparties and buyers can see it.
The excluded list

- Burkina Faso — transitional governance and security grounds.
- Burundi — governance and sanctions grounds.
- Central African Republic — security and governance grounds.
- Equatorial Guinea — leadership-level sanctions and governance grounds.
- Eritrea — governance grounds; sanctions posture.
- Libya — active conflict; governance fragmentation.
- Mali — transitional governance and security grounds.
- Somalia — security and governance grounds.
- South Sudan — governance and security grounds.
- Sudan — governance and security grounds; sanctions posture.
- Zimbabwe — leadership-level sanctions posture.
Re-review
Each exclusion is subject to automatic re-review on: (a) a documented change in U.S. sanctions posture; (b) an internationally recognized change in the security situation; or (c) a governance transition that plausibly restores credible-verification conditions. The list is a compliance artifact, not a commercial judgment. The list is maintained by the Chief Compliance Officer under annual review with event-driven updates within ten business days of a qualifying event.
Why these markets are excluded
These markets are excluded because one or more of the following applies: U.S. or multilateral sanctions posture that materially raises legal or reputational risk to U.S. clients; ongoing armed conflict or acute governance failure that prevents credible diligence; or leadership-level sanctions that make counterparty verification impossible under our standards. This list is reviewed periodically and may be updated as conditions change.
